We heard via Slashdot that ISO, in response to the four appeals (Venezuela, India, Brazil, South Africa) presented in the last few weeks, has put the OOXML standardization process on hold. As we read in the press release , in accordance with IEC standards governing the ISO standard, the appeals are being considered. Countries are obliged to appeal within 30 days (until the end of June) to file appeals with the comments they deem appropriate to the board of the ISO Technical Management.
The two Boards then decide whether the appeal should go ahead or not. If you decide in favor of the procedure will need to create an arbitration panel to try to resolve appeals. The process would be extended in this way for several months ...
According to IEC standards for the ISO standard, a document that is within this appeal process may not be published as an international standard. Therefore the decision to approve OOXML can not be taken until you know the outcome of appeals.
On the other hand, TheInquirer.net report that the European Commission has begun an antitrust investigation of voting procedures that made the OOXML was approved by all countries. Neelie Kroes, European Commission spokesman said yesterday in a speech about open standards " if the vote on the adoption of the standard has been influenced more by the side of the agreements, incentives, package deals, reciprocal representation agreements or commercial pressure rather than the technical merits of the technology itself, then Microsoft has fallen into a violation of competition laws "
